João Pereira Teixeira is an urban planner, former president of the European Council of Urban Planners (ECTP-CEU), former president of the Lisbon and Tagus Valley Regional Development Coordination Commission; director of the former POLIS urban qualification programme; honorary member of SFU (Société Française des Urbanistes), former municipal director of planning in Cascais and currently CEO of Tratolixo, the urban waste recovery company of the municipalities in the Lisbon region.
RETHINKING REGIONS AND CITIES
Abstract
Cities: 80% of global economic output; 56% of global population, (rising 75% in Europe); 68% of global population by 2050; more than 70% of greenhouse emissions; 78% of energy consumption; in Europe 66% have climate plans in place and 82% have emissions reduction targets.
Covid-19 is accelerating pre-existing trends: e-commerce; flexible working hours; digitalization; new forms of mobility and trip patterns; healthier infrastructures; open air activities; and turning politically and socially more acceptable: carbon zero; circular economy; participatory democracy.
Transition from “city management” to “city governance” with focus on strategic main objectives, multi stakeholder’s governance and public involvement and participation.
Strategic components in the development of Regions and Cities, bringing life’s transformation to new living and working patterns: – climate change mitigation and adaptation; – doughnuts economics; – 15 minutes cities; – multipolar cities; – carbon-neutral cities and regions in 2050; – urban and regional metabolism; – circular economy and metabolism; – clean infrastructures and technologies; – new urban design and standards; – new business’ geography; – rethinking housing concept; – integrated mobility systems; – transport patterns will change; – stronger communities, greater equity; – new initiatives for development; – culture; – real estate changes; – spatial planners’ options.
